Preah Vihear/Kampong Thom – PLCN questions community forest option:

From December 18 to 20, 11 PLCN representatives (3 women) attended three meetings organized by RECOFTC and WINROCK under the SFB program. The purpose of the meetings was to discuss how to improve the management of four community forests, in Oudascor, Oukagnang, Kbal Outakong and Kbla Kla.
RECOFTC and WINROCK also proposed the establishment of 14 additional community forests in Preah Vihear. PLCN rejected the proposal based on livelihood security and Prey Lang biodiversity concerns – namely that these things would be threatened by restricting their access to the forest area if the new CFs are established. PLCN members were also concerned about the possibility of areas outside the CF being designated as ELCs in the future. One PLCN representative from Thmea Commune advised WINROCK and RECOFTC that all the families residing in the area would need to be consulted and decide together. He stated that he would not make a decision on behalf of others but requested that a meeting be organized to consult with the whole community.
Eighty-one people (6 women) participated in the meetings, two of which were held in Preah Vihear and the other in Kampong Thom. In addition to PLCN, forestry networks, commune council chiefs, and the Forestry Administration were represented.
